You can play this out how you like; either their body will still cry for air, or the water won't agree with their body because of its strange nature, or seaweed will wrap itself around their throat, etc.
Have fun with it, but if they can breathe underwater, something along those lines will happen eventually.

She never expected that her wish would be granted, nor in such a haunting way. Rising from the ground as if she was buried alive so soon after dying was too much. A hint of Rastaban's true identity could be seen through the crack that formed in Rasta's persona as he didn't bother to hide his slightly deeper voice as he desperately pulled himself out of the ground as quickly as he could. His eyes glowed with a fierce golden glow as his magic resonated with his out of control emotions. He was too terrified to focus on a memory of being human so the world around him faded into a numb haze as if he was seeing it from a distance.
At least the numbing haze around his senses meant that he wouldn't feel his chest tighten with pain as he collapsed on the ground and cleared the rest of the dirt out of his lungs with a violent cough. He weakly pushed himself off the ground and shakily attempted to clear his long black hair of dirt. With so many unknowns he found himself shifting back to Rasta's comforting persona and he pulled the right sleeve of her off the shoulder sweater that had been pulled down from his mad struggle back up. The sweater complimented the large rose tattoo she had over the back of her left shoulder. His voice shifted to a softer, feminine voice.]

II. What's the plan of Attack
[Rasta didn't seem to be as affected by the paranoia as everyone else but that didn't mean she wanted to be alone. She was still shaken by her arrival and her eyes occasionally flickered with a golden glow despite how calm she pretended to be. The soothing connection to everyone around her was also a dangerous temptation for someone like her who could steal life energy. She chose a house that was away from everyone else but close enough that she could still feel the comforting presence of others. Out of habit, he left the door partly open so people could visit if they chose to.
Once Rasta was inside, he switched back to Rastaban with a tired sigh. Being around people was exhausting. He found a familiar change of clothes inside as well as a few other personal items, the Aesen family ring with the insignia of a rose, some medicine, and a chess set. The items were suspicious but they were the only things that were familiar in this world so he kept them. Once he changed out of Rasta's clothes and into the black long sleeved turtle neck that completely hid Rasta's tattoo, he sat on the couch and skimmed the network as he braided his hair into one long braid. It disguised Rasta's long hair more than if he just pulled it back.]

His fragile body that had plagued him for years felt heavier as the paranoia got worse and it became harder to ignore the life energy around him. The few plants that he had gathered to satisfy his cravings were nothing but withered husks now. It wasn't enough. He was still weak and he needed more.
Switching to Rasta didn't even occur to him as he left the safety of the house to hunt, his eyes glowing with golden light as he let his magic take over. It was easier to escape the guilt when he didn't feel human. He didn't let himself get completely lost though and he had his memory of the first and last person he would ever kill with his power ready in case he went too far.
He chose someone who was alone for his target. The best outcome would be if he could weaken his prey and leave without any one noticing what happened. People got tired all the time for various reasons, none of which needed to lead back to him. The addicting warmth of life energy told him someone was around the corner but he still pretended to be surprised that he ran into someone.]
It's dangerous to be alone in a place like this.

His blue eyes that seemed to ripple like water glowed in response to the invisible threat and air around his hand shimmered like a mirage before forming what should have been a sword made of water if the form didn’t break half way through. Sheliak’s eyes subtly narrowed as the water slid harmlessly off his hand. He clenched his hand into a fist and hid his pathetic display behind a confident command.]

[Sheliak didn’t wait for anyone to throw him into the lake. He dived in himself. Water had always been calming. As he sank deeper, he closed his eyes and tried to let go of his worries with a long sigh. No air bubbles escaped his lips as he did so. Instead of needing to breathe it was more like he had become one with the water and he was breathing the water itself. He stubbornly ignored how the water felt different. He knew he couldn’t run away forever but for now he clung to his underwater sanctuary, the only thing that still made sense here. Water had never hurt him and he cautiously leaned into its soothing embrace.
Just as he was about to fall asleep, ropes of seaweed wrapped around his throat, making it difficult to breathe. His eyes shot open with and the bright glow of his eyes shone through the water as he instinctively switched his consciousness to his magical side. The terrifying tightness around his throat faded under the weightless protection of his magic. He was still being strangled even if he couldn’t feel it and he tore at the weeds strangling him. His movements felt sluggish as his body grew weaker. In his desperation, the water around him swirled into a violent whirlpool. He wasn’t sure if he was trying to rip apart the weeds trying to kill him, or bring attention to his struggle.]

[Sheliak had completely lost himself to his magic. His glowing eyes were almost blinding as the world around him faded into the background. They were gone. He couldn’t remember what was stolen from him. All he had was this agonizing feeling of loss and a sinking certainty they were lost forever, not even happy memories to soften the pain. It was too cruel and the air around him shimmered like a mirage before a giant sea serpent, with a fox like face, made of water exploded into being around him. It silently growled with his desperate scream.]

[The serpent’s lashing tail turned into a wave of rose petals that mercilessly swept away anything or anyone in its path.]
IV. Snake Troubles (for a lighthearted multithread option with Rastaban)
[Sheliak used too much magic during his embarrassing rampage earlier. Luckily Rastaban was here so he could transform in peace. His magic shrunk his soul down to that of a small animal so he could recover his magic faster. The small watersnake looked like a smaller version of the giant sea serpent of water from his rampage. It could have easily been mistaken as a snake if not for the crest of blue fur down its back and the fox like face. His white scales had a faint wave like pattern that gave the illusion of ripples when he moved.
At first the watersnake was content staying inside with Rastaban but the tub full of water wasn’t the real thing and he escaped to the lake when his poor roommate wasn’t looking. The watersnake glared suspiciously at the water. In the back of his mind he knew it was dangerous but he was too stubborn to listen and he slithered into the shallows. He flinched when some seaweed brushed against him.]

They had all promised to protect each other and Rastaban clenched his hand into a fist as he called out to his friend.]

[Sheliak hesitated for a second before his inhuman glowing eyes narrowed and the serpent snapped at his new enemy. Rastaban quickly channeled some of his life energy into a barrier of light in the shape of a tree. The serpent’s form broke as his barrier of light successfully pushed it back. The attack took all of the life energy he used and Rastaban fell to one knee. He couldn’t’ keep this up with just his life energy. He had never been a match for Sheliak. Luckily he wasn’t alone and he decided to take advantage of the frustrating connection everyone shared here. He locked eyes with the first person he saw.]
Please help me calm him down! I just need a distraction.
[Stealing Sheliak’s life energy in the middle of a fight was risky, not to mention he would expose himself as an energy vampire in doing so but it was Sheliak. He didn’t have a choice.]

The lake was his next best guess and sure enough, the little menace was there. Rastban stopped at the water’s edge and bent over as he struggled to catch his breath. He looked at the watersnake with an exasperated sigh.]

Instead of needing to breathe it was more like he had become one with the water and he was breathing the water itself. He stubbornly ignored how the water felt different. He knew he couldn’t run away forever but for now he clung to his underwater sanctuary, the only thing that still made sense here. Water had never hurt him and he cautiously leaned into its soothing embrace.
Just as he was about to fall asleep, ropes of seaweed wrapped around his throat, making it difficult to breathe. His eyes shot open with and the bright glow of his eyes shone through the water as he instinctively switched his consciousness to his magical side. The terrifying tightness around his throat faded under the weightless protection of his magic. He was still being strangled even if he couldn’t feel it and he tore at the weeds strangling him. His movements felt sluggish as his body grew weaker. In his desperation, the water around him swirled into a violent whirlpool. He wasn’t sure if he was trying to rip apart the weeds trying to kill him, or bring attention to his struggle.]

[Sheliak had completely lost himself to his magic. His glowing eyes were almost blinding as the world around him faded into the background. They were gone. He couldn’t remember what was stolen from him. All he had was this agonizing feeling of loss and a sinking certainty they were lost forever, not even happy memories to soften the pain. It was too cruel and the air around him shimmered like a mirage before a giant sea serpent, with a fox like face, made of water exploded into being around him. It silently growled with his desperate scream.]

[The serpent’s lashing tail turned into a wave of rose petals that mercilessly swept away anything or anyone in its path.]
IV. Snake Troubles (for a lighthearted multithread option with Rastaban)
[Sheliak used too much magic during his embarrassing rampage earlier. Luckily Rastaban was here so he could transform in peace. His magic shrunk his soul down to that of a small animal so he could recover his magic faster. The small watersnake looked like a smaller version of the giant sea serpent of water from his rampage. It could have easily been mistaken as a snake if not for the crest of blue fur down its back and the fox like face. His white scales had a faint wave like pattern that gave the illusion of ripples when he moved.
At first the watersnake was content staying inside with Rastaban but the tub full of water wasn’t the real thing and he escaped to the lake when his poor roommate wasn’t looking. The watersnake glared suspiciously at the water. In the back of his mind he knew it was dangerous but he was too stubborn to listen and he slithered into the shallows. He flinched when some seaweed brushed against him.]

[Sheliak hesitated for a second before his inhuman glowing eyes narrowed and the serpent snapped at his new enemy. Rastaban quickly channeled some of his life energy into a barrier of light in the shape of a tree. The serpent’s form broke as his barrier of light successfully pushed it back. The attack took all of the life energy he used and Rastaban fell to one knee. He couldn’t’ keep this up with just his life energy. He had never been a match for Sheliak. Luckily he wasn’t alone and he decided to take advantage of the frustrating connection everyone shared here. He locked eyes with the first person he saw.]
Please help me calm him down! I just need a distraction.
[Stealing Sheliak’s life energy in the middle of a fight was risky, not to mention he would expose himself as an energy vampire in doing so but it was Sheliak. He didn’t have a choice.]

[How does a man of steel steel his nerves? For Tetsutetsu it's as easy as turning into steel. A hardened body, mind, and focus, can do wonders for calming down in the face of uncertainty. Nothing can stop you or get past you with such a shield (and sword) at your side. But what do you do when even the man of steel cannot steel himself? Well... Such is the dilemma Tetsu is faced with.
The comfort of hardened steel no longer comes easily to Tetsu. Not since the fall. Was it a fall? It must have been a fall. Every attempt at transformation is halted in it's tracks with an unstoppable shiver. He's tried everything to shake this quiver. Clenched fists that feel as if his hands will break. Hard swallows that can't go down. Blinking back the sting in his eye that grows irritable by the minute. Everything and still his body refuses to cease trembling.
It almost seems as if his body knows what terror surrounds him before his mind can make sense of anything. He ambles along, trying to find a moment to push past the suffocating dread. His brain feels like it is sweating in a bog of confusion. Shadows dance in his vision, taunting him.]

[The days feel endlessly long thanks to the dreariness of Carcosa. It's made more apparent by the madness and hysteria popping up around Tetsutetsu. He sees what's happening and, despite his own dread filling up inside, resolves to help those that have become inconsolable. A comforting hand on one's shoulder or a gentle shove towards the lake. Sometimes even lifting one up to carry them.]
C'mon man... we're almost there. You got this! Ok?
[He offers words of comfort, knowing that it's all lost to them anyways. A part of him still hopes they can hear his words. Yet another smaller part will never admit that the words were more for him than they were for the person he's trying to help.]
